This is the Mississippi State University Rose Garden located on campus.  Here several different varieties of roses are grown.  The beds are all raised beds and have been filled with a blended soil.  Dr. Pam Collins, Assisstant Research Professor of Plant and Soil Sciences at MSU headed up this project.  If you happen to be in Starkville, this is a must see stop.  Have a seat and relax in the Gazebo.
